    1 · One-term governance

    A public commitment by NPM31's elected representatives to serve one five-year term, publish progress and support an orderly handover.

    2 · Citizen Service Guarantee

    Explore clear service timelines, public performance reporting and accessible complaint and appeal mechanisms.

    3 · Land records and fair stewardship

    Start with reliable records, legal clarity, community consultation and support for people facing insecure tenure. Examine gradual, voluntary options for suitable underused land while respecting existing rights, livelihoods and ecology.

    4 · Every Household a Producer by 2036

    Help willing households find viable routes into production, services, local value chains and small enterprise, measuring income and business resilience.

    5 · AI-assisted public consultation

    Use technology to organise feedback and explain options, with privacy safeguards, transparency, bias testing and non-digital participation routes.

    6 · Food security and local resilience

    Strengthen local food systems, reduce avoidable waste and improve preparedness for supply and price shocks.

    7 · The 100-Year Trees Policy

    Encourage suitable long-lived trees where conditions allow, prioritising native species, survival, long-term care and ecological fit.

    8 · Exploring high-value crops

    Assess suitable high-value crops and emerging plant-based industries for farmer income and local processing, based on soil, climate, water, biodiversity, legal status, market reliability and farmer risk. Only lawful, medically supervised research and regulated industrial applications, subject to Indian law and scientific evidence.

    9 · Decentralised governance

    Explore clearer local responsibilities, transparent spending, stronger access to plans and practical community participation in decisions.

    10 · Professional, politically neutral public institutions

    Review public workplace practices for service quality, fair treatment and safeguards against partisan pressure — respecting applicable law, lawful association, constitutional and labour rights and employee consultation.

    11 · Economic empowerment and opportunity

    Support skills, entrepreneurship, cooperatives and locally rooted businesses; evaluate responsible tourism and health services — with policies tested against costs, demand and real outcomes.

    12 · Transparency and accountability

    Publish goals, budgets, progress, delays and revisions. Distinguish public consultation from formal organisational decisions.

    Implementation standard: each commitment should eventually include a problem statement, proposed intervention, legal review, estimated cost, responsible institution, timeline, risks and measurable indicators. The final charter should be available in Malayalam and English.

    Why should I trust a new group?

    You shouldn't — yet. That's why we publish everything, start small and keep a corrections log. Judge us on receipts, not slogans.

    Is NPM31 a political party?

    This site describes a civic organising initiative and a proposed political direction. We won't claim legal registration or party status unless we actually obtain it.

    Why only one term?

    Because public office should be a responsibility, not a career path. A fixed term keeps the focus on delivery and handover.

    Can young people stand as candidates?

    Voting age is 18. To contest a State Assembly seat you must generally be 25 or older — check the Election Commission of India for current eligibility rules. Anyone can read, share, debate and help build ideas now.

    Why 140 members?

    The proposed core structure is one core member for each of Kerala's 140 Assembly constituencies. Volunteers, supporters and applicants are not automatically core members.

    Does a public poll decide NPM31 policy?

    No. Public polls are informal, non-binding consultation. Formal decisions need a separately documented, authenticated process.

    How will NPM31 fund itself?

    Principle: zero donations, no membership or candidate fees, merchandise-only revenue. Actual operations must comply with law and report revenue and expenses transparently.

    Can I apply as a candidate here?

    No — this form is for founding-team interest only. Candidate recruitment needs a separate application, eligibility review, selection process and legal compliance checklist.
